线路金字塔的顶端不是 CN2 GIA，而是 IPLC / IEPL 专线。它们贵在”根本不碰公网”。
一句话解释
- IPLC（国际专线）：点对点的物理专线，两端直连，不经过公网、不过 GFW——所以极稳、低延迟、不掉速、几乎不会被墙。
- IEPL：类似的运营商以太网专线（基于 MPLS），同样是专线级别。
和 CN2 GIA 的本质区别
CN2 GIA 再好，仍然走公网骨干，会受 GFW 和公网拥堵影响；而 IPLC / IEPL 是真·专线，不碰公网，稳定性是另一个层级。
代价
- 极贵：带宽常按 Mbps 单独计费，价格远超普通 VPS。
- 带宽小、提供的商家少。
适合谁
企业、对稳定性要求极高、预算充足的场景。个人用很少——绝大多数人 CN2 GIA / 9929 就够了（见 三网回程）。

In a Nutshell
- IPLC (International Private Leased Circuit): A point-to-point physical private line connecting two endpoints directly — bypasses the public internet entirely and never passes through the GFW — delivering extreme stability, low latency, no speed throttling, and near-zero risk of being blocked.
- IEPL: A similar carrier-grade Ethernet private line (MPLS-based), also at dedicated-line quality.
The Core Difference from CN2 GIA
No matter how good CN2 GIA is, it still runs over the public backbone and is subject to GFW interference and public network congestion. IPLC / IEPL are true private lines that never touch the public internet — they operate at an entirely different level of stability.
The Trade-offs
- Extremely expensive: Bandwidth is often billed per Mbps individually, at prices far exceeding ordinary VPS plans.
- Low bandwidth caps and very few providers offer them.
Who They’re For
Enterprises, mission-critical deployments, and scenarios with generous budgets. Rarely needed for personal use — the vast majority of individuals will find CN2 GIA / 9929 more than sufficient (see China carrier return routes).
